The first days of the ceasefire and the work of keeping it

The ceasefire that the leaders’ conversation had prepared took effect in the middle of July, and the first days of the pause were the test of the settlement’s possibility: the fronts quiet, the monitors deploying, and the negotiation over the ceasefire’s terms moving into the work of its implementation. The pause’s first days were the most hopeful and the most fragile of the war’s recent phase.

The ceasefire that the leaders’ conversation had prepared took effect in the middle of July, and the first days of the pause were the test of the settlement’s possibility. The fronts, which had been trading the fire through the war’s attrition, fell quiet along the lines that the negotiators had mapped; the monitors began to deploy to the positions that the agreement designates; and the negotiation over the ceasefire’s terms moved from the leaders’ conversation into the work of its implementation. The pause’s first days were the most hopeful and the most fragile of the war’s recent phase, and the hope and the fragility were both visible in the coverage of the week.

The ceasefire’s terms are the part that the negotiators have been implementing with the particular care that the agreements require. The lines were fixed at the positions that the two armies hold, the monitoring was assigned to the international observers that the agreement names, and the mechanisms for the violations’ reporting and the disputes’ resolution were established through the channels that the war’s diplomacy has built; the implementation is the technical work that the settlement’s possibility depends on, and the work has proceeded through the first days with the professionalism that the situation demands. The terms are the beginning, and the beginning’s success will be measured in the weeks that follow.

The war’s parties have responded to the ceasefire with the mixture of the relief and the suspicion that the war has taught them. The Ukrainian government has welcomed the pause while insisting, through the statements, that the settlement must address the security guarantees and the territory, the questions that the ceasefire’s terms defer; the Russian government has presented the pause as the product of its own conditions, and the presentation has been met with the scepticism that the war has accumulated; the civilians on both sides of the lines have begun, cautiously, to measure the pause’s meaning for their own lives, and the measuring is the ceasefire’s most important register.

The implementation’s difficulties are the ones that the first days have already begun to show. The violations, the exchanges of fire that the lines still produce, have been reported through the mechanisms and logged by the monitors; the access, the movement of the observers and the aid, has been negotiated at the checkpoints that the armies hold; and the incidents, the small explosions that the war’s debris produces, have been weighed by the negotiators for their meaning against the pause’s larger purpose. The difficulties are the ceasefire’s daily work, and the work’s management will determine whether the pause holds.

The ceasefire’s fate will be decided by the weeks ahead, and the deciding will be conducted in the war’s own registers: the front’s activity, the monitors’ reports, the negotiators’ progress on the settlement that the pause was meant to enable. The pause has held through its first days, and the holding is the war’s first sustained hope; the settlement that the pause was meant to open, the security guarantees, the territory, the reconstruction, will be negotiated through the weeks and the months, and the negotiation’s progress will determine whether the pause becomes the peace or returns to the war. The first days of the ceasefire were the test of the settlement’s possibility, and the test’s early returns were the quiet that the war has not known; the quiet is fragile, and the fragility is the work that the negotiators, the monitors and the armies now have to manage, day by day, through the pause’s uncertain course.
